The mandatory industry standards formulated by the Ministry of Emergency Management, namely "Criteria for Determining Major Production Safety Accident Hidden Dangers in Chemical and Hazardous Chemical Production and Operation Enterprises" (AQ 3067–20142026), "Management Requirements for Safety Guarantee Responsibilities of Major Hazard Sources of Hazardous Chemicals" (AQ 3072–20142026), and "Safety Specifications for Equipment Maintenance Operations in Chemical Enterprises" (AQ 3026–20142026), were recently announced and will be implemented from September 30, 2026.
The "Criteria for Determining Major Production Safety Accident Hidden Dangers in Chemical and Hazardous Chemical Production and Operation Enterprises" has been upgraded from a regulatory document to a mandatory standard. It systematically clarifies 53 situations for determining major hidden dangers from key aspects such as key personnel, design and planning, process technology, equipment and facilities, production operation, operation safety, and safety management, making the determination of major hidden dangers more comprehensive, clear, quantifiable, and operable. It guides enterprises to conduct self - inspections in line with the standards and provides a rigid basis for regulatory law - enforcement, effectively preventing and controlling major safety risks.
The "Management Requirements for Safety Guarantee Responsibilities of Major Hazard Sources of Hazardous Chemicals" improves and stipulates key contents such as the guarantee requirements of safety guarantee responsible persons in enterprises with major hazard sources of hazardous chemicals and hidden danger investigation tasks. By focusing on the "key people", it constructs a safety guarantee responsibility system for three types of key personnel, namely the principal in charge, the technical person in charge, and the operation person in charge, achieving a full - chain responsibility closed - loop from overall management, technical management to operation management of major hazard sources. The authority and implementation ability are further enhanced, effectively preventing and controlling the safety risks of major hazard sources.
The "Safety Specifications for Equipment Maintenance Operations in Chemical Enterprises" has been revised on the basis of the 2008 version. The new standard highlights key links such as the handover of equipment to be maintained, the maintenance operation process, and the acceptance and delivery after maintenance. It optimizes the requirements for the preparation of maintenance plans, safety briefings for operations, and operation approvals, standardizing the whole - process safety management of equipment maintenance operations in chemical enterprises.
The release and implementation of the above three mandatory standards will further improve the production safety standard system for the chemical and hazardous chemical industries and provide important technical support for safety production management. The Ministry of Emergency Management will subsequently organize and strengthen publicity and implementation, promote relevant units to strictly implement in line with the standards, further improve the safety management ability and intrinsic safety level of enterprises, and prevent and contain the occurrence of major and extremely serious accidents.
