Yichang Yaojiagang Chemical Industrial Park

Yichang Yaojiagang Chemical Industrial Park is a specialized chemical industrial park approved by the Provincial Development and Reform Commission in 2008, and was among the first batch of qualified chemical industrial parks in the province in 2019. The park has a planned area of 42.69 square kilometers, with a built-up area of 22 square kilometers. There are 33 enterprises above designated size in the park, generating an output value of 32 billion yuan and tax revenue of 700 million yuan. There are 36 industrial projects under construction, with a total investment of 22.9 billion yuan.

In recent years, the park has earnestly implemented the spirit of General Secretary Xi Jinping's important speech during his inspection of Hubei, adhering to the principle of "jointly protecting the environment and refraining from large-scale development," prioritizing ecological protection and green development. It has proactively benchmarked itself against top-tier domestic chemical industrial parks, insisting on high-level planning, high-standard construction, and high-quality development, continuously improving infrastructure, and comprehensively promoting the park's expansion, upgrading, and transformation. In 2018, Zhijiang City's multi-pronged approach to addressing the "chemical industry encircling the Yangtze River" was commended by the State Council. The park has successively been recognized as a key park supported by the National Development and Reform Commission and the Ministry of Finance for circular economy transformation, a pilot park for third-party environmental pollution control by the National Development and Reform Commission and the Ministry of Ecology and Environment, a green industrial park by the Ministry of Industry and Information Technology, and a pilot demonstration (creation) unit for China's smart chemical industrial parks.

Planning guidance. The overall plan, control plan, infrastructure plan, and industrial development plan have been completed, and strict functional zoning has been implemented to promote the integration of industrial development, public works, logistics, safety and environmental protection, and management services.

Basic infrastructure. Over 5 billion yuan was invested in the construction of supporting infrastructure and public works. A multimodal transport logistics system was established, including a specialized logistics park, a hazardous chemical storage area, and new comprehensive wharves, a dedicated coal wharf, and a hazardous chemical wharf. Dual power supply and dual gas supply were implemented, along with centralized heating. A specialized chemical fire station, a sewage treatment plant, a chemical ship cleaning station, a hazardous and solid waste treatment center, and a phosphogypsum resource bank were also built.

Transformation and upgrading. An industrial structure centered on new chemical materials and high-end fine chemicals was established, forming a new materials industrial cluster represented by Saning Chemical's ethylene glycol and caprolactam products, a fine chemical industrial cluster represented by Hengyou and Kelinbolun, and a pharmaceutical chemical industrial cluster represented by Huilun Pharmaceutical and Baoshengde. A decisive effort was made to promote the "closure, transformation, relocation, upgrading, and greening" of chemical enterprises, resulting in the closure of 3 enterprises, the upgrading of 14, and the relocation of 8 to industrial parks. The task of eliminating all chemical enterprises along the river was completed, achieving upgrades in products, processes, equipment, and management.

Industrial Circulation. Seizing the opportunity of the national circular economy transformation, we invested 7.6 billion yuan to implement 16 circular transformation projects, forming 20 circular industrial chains, achieving "one increase and two decreases" in resource utilization rate, emissions, and unit energy consumption.

Innovation-driven. Four provincial-level enterprise technology centers, two academician workstations, and 30 industry-university-research cooperation bases have been established. Twenty enterprises have become national high-tech enterprises, and nearly 500 national invention patents and scientific and technological achievements have been obtained.

Adhere strictly to bottom lines. Maintain high standards for park entry, judging success solely by output per unit area. Establish a safety and environmental protection service center, equip it with professional chemical industry regulatory personnel, and hire an expert team to conduct in-depth risk and hazard investigations. Accelerate the construction of a smart park, and basically achieve closed-loop management of the park.

During the 14th Five-Year Plan period, Yaojiagang Chemical Industrial Park will invest an additional 5 billion yuan to advance the construction of ten major infrastructure projects, comprehensively enhancing the park's carrying capacity. An investment of 40 billion yuan will be made to extend the industrial chain around caprolactam, ethylene glycol, and polycarbonate, developing towards high-end textiles and engineering plastics. By the end of the 14th Five-Year Plan period, the goal is to transform Yaojiagang Chemical Industrial Park into a 100 billion yuan industrial park and a cluster of new chemical materials industries, establishing it as a national green development demonstration park, a circular economy demonstration park, and a smart management demonstration park.
